From the "primordial waters", various ancient documents describe creation or manifestation of our world. It turns out that water can be a pouring flow analogy symbol AND also a dimension barrier symbol because it has a pleated surface. (I have a webpage about barriers and pleats here: https://halls.md/barrier01.html ) So we have suffered from translations done by people who did not know, or obscured from us, the symbol meanings of a horizontal water surface.

Boat symbolism uses the hull of the boat as a horizontal plane symbol, often with opposite polarity symbols at the bow and stern. Below the hull can be found barrier symbols, as dimension barriers occurring at horizontal planes is very common. The waist is considered a horizontal plane on a person-symbol, and above the waist is often meant to mean that person-symbol is in the higher-density divine dimension.
Look below each boat hull and you will find various dimension barrier symbols. Image C has cones as surface outflows of a barrier, and image D is using a snake body to create a pleated barrier shape.

Therefore, "from the waters" you can mentally translate that into "from a higher dimension", and it makes a lot more sense that way.
